Tenaga Harian Lepas (THL) dan Honorer di lingkungan Pemerintah Provinsi (Pemprov) Bengkulu dalam waktu dekat akan segera gajian. Kabar baik itu sejalan dengan adanya Surat Perintah Membayar (SPM) untuk gaji honorer dan THL.BELA/RB--

The system is the same as banking and other wage mechanisms.

This is done to avoid unwanted things. Because THL and honorary fees are not the same as civil servants.

"So if he is a civil servant it is impossible to run away and so on, because he is bound to his civil servant.

But for THL, it is paid at the beginning of the month. Suddenly he ran away. So we can't hold onto it," he added.

If we refer to the database of Non-ASN Employees in the Bengkulu Provincial Government, there are 4,719 verified employees.

Meanwhile, 678 have been declared graduates of Government Employees with Work Agreements (PPPK) in 2023.

This means that currently the number of non-ASN employees in the Bengkulu Provincial Government is around 4,041 people.

Isnan has also emphasized that the existing honorary tiers are in accordance with the latest policies of the State Civil Apparatus (ASN) management law,

The deadline for honorary appointments to PPPK is December 2024.

However, in the future, his party will continue to review the Government Regulations regarding the technical instructions for the ASN Law.

"gaji thl dan honorer sudah ditindaklanjuti. dgaji thl dan honorer, sudah ada spm-nya dan sudah proses pembayaran," terang isnan, saat ditemui rb usai pelaksanaan pengajian rutin bulanan di masjid alif lam mim setda provinsi bengkulu.

selagi opd-opd secara administratif sudah mengeluarkan surat keputusan (sk) perpanjangan thl maupun honorer tersebut sudah dikeluarkan. maka, spm-nya juga sudah diproses. 
"januari ini sudah diproses. dan gaji januari langsung dibayarkan februari ini. jadi bukan di rapel," tegas isnan.
sebab untuk penggajian thl dan honorer tersebut, diproses di akhir bulan. sehingga baru bisa dibayarkan di awal februari ini. 
"thl ini berbeda seperti pns, kalau pns awal bulan. thl dibayar diakhir. jadi dia bekerja dulu baru dibayar. tidak boleh dibayar, kalau belum bekerja," tuturnya.

sama sistemnya seperti perbankan dan mekanisme upah lainnya.
hal tersebut dilakukan untuk menghindari hal-hal yang tidak diinginkan. sebab, thl dan honorer tersebut tidak sama seperti pns. 
"jadi kalau dia pns tidak mungkin melarikan diri dan lainnya, karena dia terikat dengan pns-nya.
tetapi kalau thl, setelah dibayarkan di awal bulan. tahu-tahu dia kabur. jadi tidak bisa kita memegangnya," imbuhnya.
jika merujuk pada data base pegawai non asn di pemprov bengkulu, terverifikasi sebanyak 4.719 pegawai.

sementara itu, 678 sudah dinyatakan lulus pegawai pemerintah dengan perjanjian kerja (pppk) tahun 2023.
artinya, saat ini jumlah pegawai non asn di lingkungan pemprov bengkulu sekitar 4.041 orang. 
isnan juga sudah menegaskan, secara berjenjang honorer yang ada saat ini sesuai dengan kebijakan terbaru undang-undang managemen aparatur sipil negara (asn),
batas akhir pengangkatan honorer menjadi pppk yakni hingga desember 2024.

namun, ke depan, pihaknya tetap akan melihat kembali peraturan pemerintah mengenai petunjuk teknis uu asn tersebut. 
"kita masih menunggu juknis uu asn tersebut tersebut seperti apa yang akan kita jadikan panduan.
namun secara umum itu akan diselesaikan secara bertahap melalui pengangkatan pppk," kata isnan.
pengangkatan tenaga honorer menjadi pppk, saat ini sudah mulai dilakukan.
namun pengangkatan tersebut tidak bisa dilakukan secara menyeluruh melainkan bagi tenaga honorer gang sudah terdata di badan kepegawaian nasional (bkn) saja. 
"jadi perekrutan itu tidak menyeluruh maupun seluruhnya," ujarnya.

lebih lanjut isnan mengatakan, sering kali perekrutan tenaga harian lepas (thl), terutama guru, saat ini masih banyak dilakukan oleh oknum kepala sekolah. 
akibatnya, sekian tahun dari perekrutan tersebut kepala sekolah tersebut akan merengek karena guru yang diangkat tersebut tidak mendapat sk gubernur. 
"ini susah memantaunya kalau internal kepala sekolah melakukan rekrutmen terus.
padahal surat edaran sudah jelas tidak ada lagi rekrutmen tetapi diam-diam melakukan rekrutmen," singgungnya.
isnan menegaskan, untuk saat ini tidak ada lagi perekrutan honorer tersebut.

"even though the circular makes it clear that there will be no more recruitment, we are still recruiting secretly," he said.
isnan emphasized that currently there will be no more honorary recruitment.
